MasterPlan was engaged by Gumatj Corporation Ltd on behalf of Equatorial Launch Australia (ELA) to secure approvals for the Arnhem Space Centre (ASC), a commercial space launch facility in East Arnhem Land.


ASC services clients such as NASA, launching rockets carrying satellites and scientific instruments into microgravity before descending into the Gulf of Carpentaria. While the unzoned land did not require approval for the use itself, MasterPlan facilitated development applications for land clearing and a long-term lease subdivision. This involved liaising with the Arnhem Land Aboriginal Land Trust and the Northern Land Council to obtain landowner consent.


Located on the Dhupuma Plateau, southwest of Nhulunbuy, the site’s remote nature required careful consideration of environmental sensitivities, vegetation, and access. MasterPlan worked closely with surveyors, environmental consultants, and operators to optimise the facility layout and clearing footprint. Additionally, we assisted in reviewing the Notice of Intent submitted to the NT EPA.
