The development industry has made significant steps towards greater levels of sustainability.
But Australia still has a long way to go in terms of genuinely embedding circular economy thinking into urban development.
At the moment much of the conversation around sustainability in construction focuses on what happens at the end of a building’s life: how materials are recycled, how demolition waste is managed, and how much landfill can be avoided.
Those things matter. But they’re only part of the equation. True circular economy thinking starts much earlier, at the design stage.
One of the biggest problems in the current system is that too many buildings, products and infrastructure assets are still not designed with long-term material recovery, adaptability or reuse in mind.
Instead, we continue to focus heavily on end-of-life solutions. But you can’t unscramble the eggs once a building has reached the point of demolition.
It’s an approach that creates inefficiencies across the entire lifecycle of development.
If buildings aren’t designed for disassembly, reuse and material recovery from the get-go, the industry is forced to deal with waste after the fact. It should work to prevent it in the first place.
At a policy level we still lag behind where we need to be.
In South Australia, circular economy principles are beginning to appear in strategic planning documents, but they are not yet consistently embedded as practical assessment requirements, incentives or commercial expectations across ordinary development projects.
There is no broad, shared understanding across the industry about the benefits of embedding circularity into the front end of product design, building design and urban development.
To be clear, there are areas where Australia has made significant progress.
South Australia is a genuine success story in construction and demolition resource recovery. In 2022–23, the state reported a C&D recovery rate of about 97%.
But recovery is not the same as preserving materials at their highest possible value.
In many cases, we’ve simply become efficient at crushing demolition material and finding secondary uses for it.
That is very different from designing buildings in a way that preserves the long-term value of materials from the outset.
There is a real opportunity here to shift from reactive waste management to proactive circular design.
Outside the industry, most people don’t understand the incredible scale of material that flows through construction and urban development. The built environment is one of the economy’s major consumers of materials and energy, and one of its major sources of waste and emissions.
Buildings consume enormous volumes of resources over their lifecycle. And every design decision has long-lasting effects in terms of waste generation, energy use and material recovery potential.
As Australia faces increasing housing pressure, infrastructure demand and environmental expectations, the need for smarter and more efficient development models will only intensify.
Circular economy thinking isn’t just about mitigating issues – it’s about capitalising on opportunities. The potential cost, time and resource savings are significant, particularly when material recovery, adaptability and reuse are considered from the beginning.
Circular economy thinking offers a pathway to reduce waste, improve resource efficiency and create more resilient urban environments over the long term.
Rather than becoming standard industry practice, circular economy principles are still largely confined to isolated flagship projects.
The reasons are practical as much as philosophical: upfront cost, risk, regulation, procurement norms and fragmented supply chains all make circular design harder to adopt at scale.
Projects that deeply embed circular principles typically incur higher upfront costs, and in an environment where housing affordability and project feasibility dominate decision-making, those additional costs are difficult for the industry or the community to voluntarily absorb.
Without policy settings that encourage or reward circularity, the market alone is unlikely to drive widespread change.
At the moment there is no requirement or reward to rethink how buildings are designed from a circular economy perspective.
And if there’s no requirement or reward, most projects will continue to prioritise short-term cost management over long-term outcomes. For developers whose involvement frequently ends once the project is implemented, this is entirely rational.
If circular economy thinking is going to become mainstream in urban development, government will need to lead the charge.
That doesn’t necessarily mean relying on the traditional levers of regulation or punitive measures.
There are opportunities to use the carrot rather than the stick, by creating incentives that reward developments for embedding circular principles into their design and construction.
Government procurement is one of the strongest levers available.
Public infrastructure projects can create demand for circular materials, recycled-content standards, design-for-disassembly requirements and better material tracking.
The potential also exists for bonus development rights for projects that demonstrate high levels of circularity.
Without those policy levers, progress will likely remain fragmented and inconsistent.
One of the challenges in this space is that community understanding of circular economy principles remains relatively low.
Many people support better environmental outcomes, but the systems, trade-offs and design choices required to deliver circularity at scale are not always visible to the broader community.
That creates a gap between aspiration and implementation.
This is why leadership matters.
Governments, developers and industry leaders all have a role to play in helping communities better understand how circular economy principles can shape the future of urban development in practical ways.
Over time, circular economy principles are likely to become a much more embedded expectation within the development industry.
The direction of travel is increasingly clear. The real question is how quickly circular economy principles become standard practice.
The industry already knows how to design and build differently. The challenge is creating the policy settings, economic incentives and broader cultural shift needed to make circular thinking commercially viable at scale.
At the moment, circular thinking is still often treated as an optional extra.
In the future it will become a core part of how cities, buildings and infrastructure are designed from the very beginning.
And the sooner we get there, the better.
