MasterPlan was engaged by Southern Launch to assist in the provision of planning advice and assistance facilitating an approval for the Whalers Way Orbital Launch Complex, located at the southern end of Eyre Peninsula, SA.

The application sought to establish infrastructure to support the launch of domestic and international satellites providing the safest and most cost-effective orbital launch site in the world.  The state-of-the-art infrastructure paves the way to accommodate the growing demand for Polar and Sun Synchronous Orbit satellite insertion.

MasterPlan assisted Southern Launch through project development stages, initially in successfully requesting assessment of the project by the Minister for Planning as a Major Development, pursuant to Section 46 of the Development Act, 1993.

Following the declaration of the project as a Major Development in August 2019, MasterPlan assisted Southern Launch to prepare a preliminary development application, which was lodged in November 2019.

Subsequently, MasterPlan assisted Southern Launch during the development of Assessment Guidelines by the State Planning Commission and coordinating the preparation of the Environmental Impact Statement (EIS) lodged in late 2020.

MasterPlan’s involvement in the development culminated in the approval of the project by the Minister for Planning in November 2024.
