Master plan and Rezoning for the NCC TRC Bees Creek, NT

Summary:

MasterPlan was commissioned by the Department of Infrastructure, Planning and Logistics to develop a comprehensive masterplan for the property located at 175 Bees Creek Road in Bees Creek, Northern Territory. This property is currently utilised by the National Critical Care and Trauma Response Centre (NCCTRC) for training Australian clinicians in emergency response procedures.


Challenge:

The project presented several challenges due to the complex history of the site. It featured existing structures from previous uses, including a lodge, support accommodations, a caretaker's residence, and horticultural facilities. Additionally, various constraints such as power lines, setbacks, firebreaks, fencing, access points, and vegetation had to be taken into consideration during the master planning process.


Solution:

MasterPlan's solution involved the development of a comprehensive master plan that not only considered the site's historical complexities but also aligned with the future needs of the NCCTRC. An essential aspect of this solution was the successful rezoning of the property from Zone RL (Rural Living) to Zone FD (Future Development). This rezoning was a critical step to ensure that future developments would comply with the Northern Territory Planning Scheme. In 2019, the rezoning was approved, setting the stage for further progress.


Following the rezoning approval, MasterPlan continued its collaboration with the NCCTRC by submitting a development application in July 2020. This application aimed to facilitate the construction of a new training facility, a crucial element of the masterplan. Construction is expected to commence in 2021, furthering the realisation of the master plan's objectives and ensuring that the NCCTRC can continue its vital work in preparing clinicians for emergency situations.


Key Results:

Successful rezoning of the property from Zone RL to Zone FD.

Submission of a development application for a new training facility.

Anticipated commencement of construction in 2021, facilitating the orderly and cost-effective development of the site for the NCCTRC's needs.
