Summary:

In late 2019, MasterPlan SA was engaged to prepare and lodge a development application for a new Emergency Services Sector Headquarters Precinct on behalf of Axiom Properties, serving as the new home for various essential emergency services and government agencies, including the State Emergency Services (SES), Country Fire Service (CFS), Metropolitan Fire Service (MFS), and the South Australian Fire and Emergency Services Commission (SAFECOM). This precinct is designed to serve as a vital post-disaster facility, supporting emergency service providers following major events such as earthquakes, terror attacks, fires, floods, and more.

Challenge and Solution:

The precinct comprises multiple components, including a multi-storey office building, a public plaza, a large warehouse for emergency service vehicle and equipment storage, a hardstand area for personnel and vehicle marshalling during emergencies, and a multi-deck car park building. Key challenges included designing a facility resilient to disasters and attacks while ensuring it remains fully functional and operational post-event. Additionally, the project aimed to achieve an attractive, durable, and environmentally sustainable development with an architectural expression and urban design that honors the site's civic importance.

MasterPlan engaged with the Office for Design and Architecture South Australia (ODASA) throughout the assessment process to negotiate a suitable design outcome that aligned with the project's objectives and balanced the various requirements.

Key Results:

As of July 2020, construction work has commenced on-site, with the project targeted for completion by November 2021.
